Coding rules
The type of program is defined by contributions and benefit eligibility. Whereas social assistance programs are tax-based, insurance schemes require contributions. Social insurance schemes pool all contributions in one fund, whereas individual savings accounts do not share risk. Ghent systems basically act as social insurance schemes but are tied to union membership.
