The year of introduction of the first law of any kind by a national government that applied to blue-collar, industrial workers (e.g., miners, railroad workers). Even if it covered limited geographic or occupational segments. It must be a sufficient extension of common or civic law with special provisions through which workers can get due process, insurance or some other form of claims (institutionalized 'forma pauperis' or legal requirement to report all accidents to authorities for example) beyond an abstract principle of employer liability that is generally unenforceable. Laws applying to civil servants, military, or seamen are excluded. In cases of colonialism, colonial laws count as first laws for this variable. Coding rules

Effective year, not necessarily year in practice. We attempted to read the law in its original form, often found in ILO or US Dept of Labor documents. Sometimes not possible without available translations or difficulty in understanding the meaning of the legal language. Relied on secondary sources otherwise, ideally the ILO or journal articles. Laws covering civil servants, military, and seamen excluded from "first law" coding. In cases of colonialism, colonial laws count as first laws. Note that there are many peculiarities in some countries, and we plan a Technical Paper for the paper series to explain these.
