Aggregated V-Dem country expert ratings whether judicial decisions are subject to corrupt activities. Lower values indicate extensive engagement in corrupt activities, higher values suggest less corruption.

Coding rules

Ordinal ratings were aggregated to intervall scale applying V-Dem's measurement model (Pemstein et al. 2020). Experts were asked "How often do individuals or businesses make undocumented extra payments or bribes in order to speed up or delay the process or to obtain a favorable judicial decision?" and the ordinal wordings of the repsonses were (Coppedge et al. 2020, 156):

  • 0: Always.
  • 1: Usually.
  • 2: About half of the time.
  • 3: Not usually.
  • 4: Never.
