Coding rules

Ordinal ratings were aggregated to interval scale applying V-Dem's measurement model (Pemstein et al. 2020). Experts were asked "Are any parties banned?" and the ordinal wordings of the question were (Coppedge et al. 2020b, 90):

  • 0: Yes. All parties except the state-sponsored party (and closely allied parties) are banned.
  • 1: Yes. Elections are non-partisan or there are no officially recognized parties.
  • 2: Yes. Many parties are banned.
  • 3: Yes. But only a few parties are banned.
  • 4: No. No parties are officially banned.
