This indicator shows the total number of different long-term care benefit types (in-kind, cash and regulatory benefits) addressing people in need of LTC or caregivers present in a country. The maximum number of benefit types which can be present in a country is 17 according to the framework on long-term care generosity (Viero & Fischer, 2025). Out of the 17 benefit types, these 9 address persons in need of LTC: Residential care; Semi-residential care; Home- and community-based care; Equipment provision; Consulting; Cash allowance; Vouchers; Tax relief; Right to family. These 8 benefit types address care givers: Training; Consulting; Caregiver allowance; Wage replacement; Tax relief; Care leave; Social security coverage; State hired caregivers.
Coding rules
The indicator is calculated by adding up occurance of types of benefits in 17 binary indicators on each benefit type in the country. The minimum value of 1 indicates that only one long-term care benefit type (e.g. residential care benefit) is present in a country. The maximum value of 17 indicates that all benefit types are present in a country.
Missing values coded in the following way: The code -888 is employed for countries which do not have a long-term care system (see Fischer, Sternkopf & Rothgang, 2023; de Carvalho & Fischer, 2020); these countries were excluded from data collection. The code -999 is employed for cases where information is missing.
Multiple data sources were employed and triangulated for constructing the indicator: national laws and regulations, academic publications and grey literature and websites such as report series from international organisations.
