This is one of the most widely used measures of 'social policy' in the welfare state literature; however most researchers focus on the OECD. Despite problems (see Green-Pedersen 2004) it captures a societies overall commitment to social welfare.
Coding rules
This is a combined measure from the ILO using data from the World Bank, OECD and IMF and a few other sources. Comparability of measures across datasets is less reliable, but it provides a much broader range of countries than any single database. In the "source" column of the data the citation includes both the ILO main citation ("ILO 2020") and a sub-citation (such as "OECD" or "IMF") to indicate where the ILO sourced its values.
