This variable describes the features of the healthcare system at the point of introduction. The variable indicates the dominant actor type in the regulation, financing, and service provision dimensions of the healthcare system. Actor types comprise state actors, societal actors, private actors, and global actors. In the financing dimension, we additionally differentiate between private collective actors (i.e., private health insurance) and private individual actors (direct payments by individuals and households).
