This variable describes the features of the healthcare system at the point of introduction. The variable indicates that people are entitled to healthcare goods and services based on a means-test.
Coding rules
This indicator takes the value 1 = "Yes", if entitlements to healthcare goods and services are conditional upon a means-test and entitlements are targeted at the poor. Otherwise, the indicator takes the value 0 = "No".
