The indicator specifies the actor type which was dominantly regulating the long-term care system at introduction. Four actor types are distinguished: state, societal actors, private actors, and global actors. For a detailed discussion of all actor types see Fischer et al. 2021.
Coding rules
The dominant regulating actor is operationalised via measuring the actor responsibility in six regulatory sub-dimensions. These are: eligibility assessment, payment/contributions, provider access to the system, remuneration/fees, provider choice, benefit choice. For each of these sub-dimensions, the actor type(s) who are dominantly responsible are recorded. From this data, an index determining the overall regulating actor is formed. For a detailed description of the sub-dimensions and process see Rothgang et al. (2021, pp. 11-13). Multiple data sources were used for identifying dominant actors: laws and regulations, academic publications and reports and grey literature, national online newspaper articles and (official) websites as well as primary data collected through the project’s Expert Survey on Long-Term Care in 2020/21.
