This variable describes the features of the healthcare system at the point of introduction. The variable indicates that people are entitled to healthcare goods and services based on other characteristics than citizenship, ethnic affiliation, means-test, residence or occupation.
Coding rules
This indicator takes the value 1 = "Yes", if entitlement is based on other criteria than residence, citizenship, occupation, means-testing, or ethnicity.
