This indicator measures the expenditure on the health care function “long-term care (social)” (SHA HCR.1) by the health care financing schemes "government schemes and compulsory contributory health care financing schemes" (SHA HF.1) in million national currency units following the System of Health Accounts (SHA; OECD et al. 2011). Expenditure refers to the payments related to the final consumption of all health care goods and services by the resident units. The function long-term care (social) comprises the expenditure on lower-level social care services to assist with instrumental activities of daily living (such as home-help, meals on wheels, transport and day centres, etc.). As the health care components of long-term care are contained in HC.3, the complementary social components are included as a health care-related category that is further subdivided into in-kind and in-cash components. Government schemes and compulsory contributory health care financing schemes includes all schemes aimed at ensuring access to basic health care for the whole society, a large part of it, or at least some vulnerable groups. Included are: government schemes, social health insurance, compulsory private insurance and compulsory medical saving accounts.
