The year of introduction for the first federal (national-level) work-injury law that covers workers other than military or civil service. The year is the year of passage regardless of whether the law came into force immediately or not. Also known as 'Workman's Compensation' or 'Disability'. Includes survivor benefits for injuries sustained on the job.
Coding rules
Effective year, not necessarily year in practice. Attempted to read the law in its original form. Sometimes not possible without available translations or difficulty in understanding the meaning of the legal language. Relied on secondary sources after that, ideally the ILO or journal articles.
