This indicator provides which specific social group are entitled to access rehabilitative care services by legislative texts. The variable is coded following the Art.13 of the Medical Care and Sickness Benefits Convention (1969) of the International Labor Organization –ILO–, which establishes the categories of services that medical care must comprise. This indicator is defined as medical rehabilitation as in subsection (f) of the mentioned article. This indicator encompasses the services of medical appliances and rehabilitative care.


Coding rules

The variable is coded following the Art.13 of the Medical Care and Sickness Benefits Convention (1969) of the International Labor Organization –ILO–, which establishes the categories of services that medical care must comprise. This indicator is defined as medical rehabilitation as in subsection (f) of the mentioned article encompassing the following codes: medical appliances and rehabilitative care.

The code medical appliances (311) refers to medical appliances refer to devices used by individuals/patients.

The code rehabilitative care (318) refers to the definition: “rehabilitation is an integrative strategy that aims at empowering persons with health conditions who are experiencing or are likely to experience disability so that they can achieve and maintain optimal functioning, a decent quality of life and inclusion in the community and society.” (OECD System of Health Accounts, p. 87-88). Rehabilitative care can be provided in hospitals or ambulatory settings, as inpatient or outpatient services, and by general physicians or specialists.
