This indicator provides the social groups that are entitled to access palliative care services by legislative texts. The indicator establishes an independent category due to the specificity of the services which cannot be emcompassed in the mentioned categories of the ILO Convention.
Coding rules
The variable is coded separately from the subsections provided in the Art.13 of the Medical Care and Sickness Benefits Convention (1969) of the International Labor Organization –ILO–, since the palliative care cannot be encompassed within the mentioned categories. Therefore, this indicator is defined as palliative care and includes the code with the same title.
The code palliative care (327) is used when the benefit package includes palliative care/services. Palliative care services improve “the quality of life of patients (adults and children) and their families who are facing problems associated with life-threatening illness. It prevents and relieves suffering through the early identification, correct assessment and treatment of pain and other problems, whether physical, psychosocial or spiritual.”
