This indicator measures the total expenditure on the health care function "long-term care (health and social)" (SHA HC.3 and HCR.1) by the health care provider "residential long-term care facilities" (SHA HP.2) in percentage of the gross domestic product (GDP) following the System of Health Accounts (SHA; OECD et al. 2011). Expenditure refers to the payments related to the final consumption of all health care goods and services by the resident units. Long-term care (health) consists of a range of medical and personal care services that are consumed with the primary goal of alleviating pain and suffering and reducing or managing the deterioration in health status in patients with a degree of long-term dependency. The function long-term care (social) comprises the expenditure on lower-level social care services to assist with instrumental activities of daily living (such as home-help, meals on wheels, transport and day centres, etc.). As the health care components of long-term care are contained in HC.3, the complementary social components are included as a health care-related category that is further subdivided into in-kind and in-cash components. The category of residential long-term care facilities comprises establishments that are primarily engaged in providing residential long-term care that combines nursing, supervisory or other types of care as required by the residents. In these establishments, a significant part of the production process and the care provided is a mix of health and social services, with the health services being largely at the level of nursing care, in combination with personal care services. The medical components of care are, however, much less intensive than those provided in hospitals. The indicator represents the share of the expenditure on long-term care (health and social) consumption by residential long-term care facilities in relation to national income.
