A healthcare system under public responsibility is introduced when (a) the first public healthcare initiative is established by a national legislative body, (b) the elements of the healthcare system are integrated, and (c) entitlements to healthcare benefits are enacted (de Carvalho & Fischer, 2020, p. 13).
