Do I understand correctly that "N/A" is used for an entity that is not applicable, like it doesn't exist. For example the US does not have a comprehensive national work-injury law, therefore for the variable "program type" I would upload "N/A" because it is not applicable.
However, for missing data - that is data we have not yet collected, there is no code - right? We do not have a "missing because we haven't collected it yet" code?
